Purpose of the HELPP Fund
The McCoy‑Shrauger HELPP Fund (Help Expand Leadership Possibilities and Potential) provides flexible financial support to Montana 4‑H youth members and adult 4-H volunteer leaders for leadership development opportunities.

Fund Management
Individual and group recipients may be required to contribute through sharing a portion of expenses.  

Individual and group recipients are required to report, present, demonstrate, or share what they have learned from their experiences to 4-H groups, schools, or other organizations. The committee can decide on a case-by-case basis whether to fund a portion in advance (for example 80/20) and reimburse the remainder once this requirement has been met. If an experience or project is cancelled, reimbursement of funds to the Montana 4-H Foundation will be decided on a case-by-case basis. 

The Montana 4-H Foundation reserves the right to deny supportive funding for individuals or groups from counties or reservations that are not in good financial standing, such as by not having paid member contributions, volunteer dues, certification background checks and training, fees associated with the oversight of funds, registrations, or any other bills/invoices due to the Montana 4-H Foundation or the Montana 4-H Center for Youth Development. Denial will be determined on a case-by-case basis.
